Prishtina, 8 November, 2023
The Government of the Republic of Kosovo held its next meeting in which:
– Completed and amended the Legislative Program for 2023 by adding two new draft laws, the one for the Ratification of the Agreement for Social Security between Kosovo and the Kingdom of the Netherlands and the draft law for the Central Inspectorate of Agriculture, withdrawn four, changed the deadline for 20 draft laws, and transferred to the Program Legislative year 2024 a total of 19 draft laws.
– Approved the Draft Law on Fire Protection, which foresees multidisciplinary commitment and will define the mechanisms, measures and system of fire protection; these measures will serve to protect life, people, animals, property and the environment.
– Approved the Administrative Instruction on the Method of Compensation, including the Calculation of Compensation for Multiple Damages. It enables the elimination of defects and obstacles related to the implementation of primary legislation; the creation of an infrastructure aimed at a stable environment and in function of the protection of crime victims and their dependents; as well as guaranteeing the most efficient and functional system of justice, determining the method and calculation of compensation for multiple damages.
– Established the Steering Committee for the supervision of the implementation of the “Gender Equality Facility” project within the framework of the IPA 2021 Program, in this composition:
Edi Gusia, Deputy Executive Director, Agency for Gender Equality, Prime Minister’s Office – Chair person;
Florim Canolli, Director, Development Cooperation Office, Prime Minister’s Office – Member;
Jeton Qela, Deputy General Secretary, Ministry of Local Government Administration – Member;
Vedat Sagonjeva, Director, Office for Strategic Planning, Office of the Prime Minister – Member;
In order to implement point 1 of this decision and to be part of this Steering Committee, the EU Office in Kosovo and UN Women in Kosovo are invited to send their representatives. The Chairperson, depending on the topics on the agenda, will invite representatives of other public institutions of the Republic of Kosovo and civil society organizations to participate in the work of the Steering Committee for the purpose of inter-institutional coordination and consultation, necessary for the implementation of the project.
– Appointed Bislim Bislimin, General Secretary in the Ministry of Culture, Youth and Sports for a regular term of four (4) years.
– Completed and amended Government decision No. 12/116 of December 28, 2022 according to which item 1 of Decision No. 12/16 dated 28.12.2022, two more representatives are added for the establishment of the inter-institutional Mechanism for the implementation of the National Strategy and Action Plan for the Management and control of Dogs with and without Owners in the Republic of Kosovo as follows: Representatives from the Faculty of Agriculture and Veterinary Medicine of the University of Pristina; and Representatives from the Association for the Protection of Animals “Wapa”, Point 1.5 of Decision No. 12/16 dated 28.12.2022 “International Coalition for Companion Animal Management (ICAM)” is replaced by “Four Paws International”. The rest of decision No. 12/16 dated 28.12.2022 remains unchanged.
– The properties requested by the Municipality of Dragash and managed by the Kosovo Forestry Agency have been put into use for 15 years, which will be used by the Municipality of Dragash for the construction of the landfill, the municipal waste collection point, for the needs of the citizens of the village of Restelicë.
– Amended and completed point 7 of Final Decision No. 06/153 of July 26, 2023 for expropriation for public interest of real estate affected by the implementation of the Project: “Construction of the Administrative Building,” for the needs of the Ministry of Finance, Labor and Transfers, Kosovo Tax Administration and Kosovo Customs, according to the following reformulation: The Ministry of Finance, Labor and Transfers will pay the amount of expropriation compensation determined in the assessment report in accordance with the legislation in force and the Law on the Kosovo Privatization Agency .
– Approved the preliminary decision for public interest expropriation of immovable properties which are affected by the realization of the Project: Protection and Management of Cultural Heritage, Conservation and Investment in the “Archaeological Site of Dresnik”.
– Approved the preliminary decision for expropriation for public interest of real estate, former social N. Sh. “Jugopetroll” for the realization of the Project: “Construction of the Central Town Square” in the municipality of Rahovec. The expropriation of these properties is necessary for the realization of the Project: “Construction of the Central Square of the City” Cadastral Area: Rahovec, Rahovec Municipality.
– Approved the Preliminary decision for expropriation for public interest of immovable properties which are affected by the realization of the Projects: “Program for Solid Waste Management II” as follows:
Reconstruction and expansion of the existing “Sanitary Landfill” in Landovicë for the Prizren region, Cadastral Area: Landovicë, Prizren Municipality,
Reconstruction and expansion of the existing “Sanitary Landfill” in Velekincë, for the region of Gjilan, Cadastral Areas: Velekincë and Uglarë, Gjilan Municipality,
Construction of the “New Sanitary Landfill”, for the region of Pristina, Cadastral Areas: Puturoc, Ribari i Madh and Qylage, Lipjan Municipality, Rehabilitation, closure and
Construction of the “Sanitary Landfill” transfer station in Dumnica e Poshtme, for the Podujeva region, Cadastral Zone: Dumnica e Poshtme, Podujevë Municipality.
– Approved the preliminary decision for expropriation for public interest of the former social real estate N. Sh. “Progress”. The expropriated properties are necessary for the realization of the Project: “Cemetery of the City of Prizren”.
– Approved the preliminary decision for the expropriation in the public interest of the immovable properties of the former social N. Sh. “Production plant” for the realization of the Project: “Construction of the Green Zone-Public Park for the needs of the Community”.
– Approved the amendment and completion of the Extradition Agreement between the Government of the Republic of Kosovo and the Government of the Republic of Italy.
– Approved in principle the Initiative for the Bilateral Agreement between the Government of the Republic of Kosovo and the Government of the Grand Duchy of Luxembourg regarding the cooperation project for Development KSV/021, skills for sustainable work in Kosovo; The Initiative for the Bilateral Agreement between the Government of the Republic of Kosovo and the Government of the Grand Duchy of Luxembourg regarding the cooperation project for Development KSV/023, sustainable and inclusive growth in Kosovo, and the Initiative for the Bilateral Agreement between the Government of the Republic of Kosovo and the Government of the Grand Duchy of Luxembourg regarding the KSV/024 Development cooperation project, energy transition and climate relief in Kosovo.
– Recommended to the President of the Republic of Kosovo for the authorization of the Minister of Economy to sign the Agreement for the participation of the Republic of Kosovo in the Union Program, the Digital Europe Program for the period 2021-2027 between the Republic of Kosovo, represented by the Ministry of Economy and the European Union , and the authorization of the Minister of Finance, Labor and Transfers for the signing of the Credit Agreement between the Republic of Kosovo, represented by MFPT and the Development Bank of the Council of Europe for the “Adequate Social Housing” project.
At the 172nd meeting, the government cabinet was also informed about the implementation of the National Program for European Integration (NEP) for the period July – September 2023.
